Portfolio Manager - Emerging & Minority Managers

Johara El-Harazin serves as the Portfolio Manager for Emerging and Minority Managers at the Illinois State Board of Investment (Board), an $11 billion commingled fund that invests on behalf of the State Employees' Retirement System of Illinois, Judges' Retirement System of Illinois and the General Assembly Retirement System of Illinois.
In this position, Ms. El-Harazin is responsible for managing the portfolio of emerging and minority investment managers, approximately $2.4 billion in assets, across the overall asset allocation including fixed income, public equities and alternative investments. The responsibilities of managing the portfolio include performing due diligence on current and potential managers, making manager recommendations for hire or termination as well as supervising manager performance. Ms. El-Harazin is also responsible for overseeing the transition management program, in addition to developing and monitoring all aspects of the Board's securities lending program.
Ms. El-Harazin received her Masters of Business Administration from the Kellstadt Graduate School of Business at DePaul University and a Bachelors of Science in Finance from the DePaul University College of Commerce. Ms. El-Harazin is a member of the Women Investment Professionals (WIP), Chicago Chapter.
